Founded in 2016, we provide strategic advice and services to landowners, government agencies, private stakeholders and developers to assist in the realisation of their landholdings and investments in key growth areas.


We provide a full range of services, from project visioning and stakeholder engagement to structuring and development partner selection, as well as commercial assessments of opportunities. 

We also have extensive delivery expertise and provide Development Management services specialising in planning, design, team leadership and management, and delivery.

Catalyst Development Services has been involved and delivered on many of the more innovative residential communities in Victoria over the past 20 years. These include Mount Atkinson, Caroline Springs, Laurimar, Aspire and the Aquarevo development.

Catalyst Development Services is not developer, contractor or stakeholder owned or controlled, allowing us to provide un-biased, strategic and independent advice which best suits the needs of each of our clients.

Sean prides himself on building strong relationships within the property industry. Sean believes that through positive and transparent relationships, collaboration and by thinking outside the box, successful, feasible and sustainable projects can be realised and delivered.

Catalyst Development Services was founded by Sean Pinan in Melbourne in 2016 to provide a full array of advisory services and development expertise to the property industry.

Sean Pinan has extensive experience in the master planning, structuring and delivery of major residential communities across the growth areas of Melbourne.

Sean, through his former roles as Project Director and Regional Development Manager at Lend Lease, has been involved in significant city shaping developments such as Caroline Springs in the west and Laurimar in the north.


Victoria Cook joined Catalyst Development Services in 2017 and brings a wealth of urban  design, strategic planning and development management experience to the team.

Victoria and Sean first worked together on the Caroline Springs project at Lend Lease, specifically the strategy around the design and development of the residential and commercial components of the Caroline Springs Town Centre. 

​Victoria, while at Lend Lease, also worked on several flagship projects in Queensland and Victoria as an Urban Design and Community Development Manager. These projects included Varsity Lakes, Woodlands, Springfield Lakes and Yarrabilba.


Victoria has also worked at the Growth Areas Authority/Metropolitan Planning Authority providing strategic planning and urban design advice to over employment and town centre projects across the growth areas of Melbourne.

More recently, Victoria worked at Villawood Properties as a Development Manager. Victoria is responsible for the completion of the Aspire project (748 lots) in Plumpton and the successful launch of the Aquarevo project (450 lots) in Lyndhurst. The Aquarevo project, a partnership with South East Water, is known as “Australia’s most water and energy-efficient urban residential development, pushing boundaries for what can be achieved in sustainable development.” (Villawood Properties, 2017, Aquarevo website).

Victoria is the winner of the 2015 UDIA Outlook and ID_Land Young Professional Award. Victoria is also a committee member of the UDIA Victoria Outlook Committee and the ULI Young Leaders Group Melbourne Committee.
